History of the Pipe Line Contractors Association of Canada (PLCAC)
The Pipe Line Contractors Association of Canada is the national association representing Canada’s unionized pipeline construction industry. Its history is closely tied to the development of Canada’s energy infrastructure and the growth of a highly skilled pipeline construction workforce that became respected throughout North America.
Building Canada’s Pipeline Industry
Founded in Edmonton in 1954, the Pipe Line Contractors Association of Canada (PLCAC) was established to represent Canada’s unionized pipeline construction industry during a period of rapid growth in the country’s energy sector. As pipeline projects expanded across multiple provinces, the association provided a unified voice for contractors, advancing consistent labour practices, workforce development, safety, and strong partnerships with Canada’s building trades. Incorporated federally as a not-for-profit in 1968, the PLCAC has since become the national representative for unionized pipeline contractors.
For more than 70 years, PLCAC members have helped build many of Canada’s most significant energy infrastructure projects, including the TransCanada Mainline, Alliance Pipeline, Keystone System, and the Trans Mountain Expansion Project. Through national collective agreements and collaboration with Canada’s construction trade unions, the association has supported a highly skilled, mobile workforce recognized for its expertise, quality, and ability to deliver complex projects across diverse and challenging environments.
Today, the PLCAC represents contractors, suppliers, manufacturers, and service providers involved in pipeline construction and maintenance across Canada. The association continues to lead in labour relations, workforce development, safety, regulatory engagement, and industry advocacy while promoting best practices in environmental stewardship and construction excellence. Building on more than seven decades of leadership, the PLCAC remains committed to supporting the safe, efficient, and responsible development of Canada’s energy transportation infrastructure.
