Pipelines are critical infrastructure for transporting energy resources across Canada. The PLCAC helps ensure that the companies building this infrastructure can operate with skilled workers, fair labour practices, and strong safety standards, which supports both the industry and workers involved in it.
Who We Are
The Pipe Line Contractors Association of Canada represents companies engaged in pipeline construction and maintenance across the country.
We provide national leadership in labour relations, safety, training, and workforce development. By negotiating industry-wide collective agreements and promoting consistent standards, we help ensure pipeline projects are delivered safely, efficiently, and responsibly.
Pipeline construction is complex, mobile, and highly regulated. A coordinated approach benefits workers, contractors, project owners, and communities by reducing uncertainty, improving safety outcomes, and supporting a skilled Canadian workforce.

Our Mandate
The Pipeline Contractors Association of Canada (PLCAC) represents and advocates for contractors who build and maintain Canada’s mainline, distribution, and integrity pipeline infrastructure. Its core mandate is to act as an authorized bargaining agent for unionized contractors and to promote industry-wide standards in safety, training, and environmental stewardship.
Leadership & Governance
The PLCAC plays a stabilizing role in Canadian infrastructure development. By coordinating labour relations and industry standards, it helps prevent work disruptions, supports fair employment practices, and ensures projects meet safety and regulatory expectations.
This collaborative model allows governments and regulators to engage with the industry efficiently, while ensuring accountability and consistency across jurisdictions.
Our History
PLCAC was founded in 1954 at the Hotel Macdonald in Edmonton, Canada by a group of contractor-leaders, for the purposes of negotiating collective bargaining agreements with Canadian workers in pipeline construction and for building Canadian industry capacity through training, standards and supply-chain innovation. Today, the PLCAC consists of 162 regular, associate, and honorary members.
